I am posting this with the hopes that someone else has maybe had the same issue and gotten it resolved. I already called Blizzard support, but they said it sounds like a PlayStation issue.
I started playing Diablo 3: Reaper of Souls, Ultimate Evil Edition (disc version) on my fiance's PS4, on my own Playstation Network ID profile. Recently, I was finally able to acquire my own PS4 system and purchased my own copy of the game, also disc version. When I played on my fiance's system, I didn't have Playstation Plus on my account, since he has it on his so it let me play without issue. I put PSPlus on my account on my new system, installed the game, and tried to play it. I was prompted to link to battle.net, which was done previously on the other system, so it won't register that I am linked on mine, even though I am using the same PSN ID. My fiance uploaded my save file from his system, into the 'cloud', which I then downloaded. The game does not register that I have a save file to import when I try to do so. I've tried uninstalling the game files and reinstalling with the save file still on my system, as per Blizzard support suggestion. That did not work either.
Does anyone have any other suggestions, or solutions? I am at a loss here.

to upload a savedata into the cloud you just need to have that account activated as primary on the system which you want to upload (fiance's). once you do it, disable and active it back on your new ps4.
to transfer a savedata, you just can between the same playstation network ID.
ps. if you still can, try to do it with a pendrive

The far easier and hassle free method is to use a flash drive and copy your save to that. Don't even have to bother with PS+.

Ok, I will try that when my fiance is back in town with his system. I'll have to wait a couple of days, but hopefully one of those will work.

Just a word advice too, get a 3.0 flash drive if you don't have one. Not only because the save will copy in seconds compared to about a minute with the older 2.0 flash drives, but I was also having trouble with a few of my older ones and getting my PS4 to read them.

Best method:
Switch User on your friend's PS4 to your account and PSN ID.
Copy D3 save file to USB stick.
On your system:
Copy D3 save file to your PS4 from the USB stick.
Run D3.
Game will detect your save file and load it automatically.

USB ports on PS4 are USB 2.0, not 3.0, so spending extra money on a USB 3.0 USB stick is a waste. Just spend $4 at Target on a 4GB or 8GB USB 2.0 stick and you'll be fine.

Hey everyone ther primary thing is removed pretty sure. There's now a transfer ps4 info feature where you can on the same wifi copy info. But I don't have both ps4 here at the moment
If I upload my save to PlayStation plus does that work? There's an import option in d3 on the ps4 but I can't find the export option.

OK so pretty much this is nothing like online even the seasonal characters or stored on your PlayStation 3 however I don't know if it's linked or not how accurate it is I am under the impression that if you have to play stations you can have two characters with separate everything pretty much him play them both separately again
There is no unique requirement for names anymore so it doesn't really matte. @diablo team can you confirm that no matter what consul it's on it will be the same character with the same paragon levels is that stored online or is that stored locally?

And excuse the typing I am talking to Siri and she doesn't really have the context down for some words

You could try to save your current state to your PS4 and then upload that save to the cloud. I was having a similar problem and that worked for me.
